Try unplugging the power lead from the mains and from the Xbox for 30 seconds, then plug back in, that resets the trip switch. If that doesn't fix it, I had something similar where I could press the power button on the front of the Xbox it would chirp but never lit up and never powered up.
I had an old power supply for my PC that would shut down for 10 minutes if something went wrong. All you had to do was wait and it'd come back. I think the same thing is happening here. unplug and leave it for a while until it's completely drained. then start from square one.
